REGULATION OF CREDIT-BANK SYSTEM OF THE IRKUTSK GOVERNORSHIP AMIDST POLITICAL TRANSFORMATIONS OF THE RUSSIAN CIVIL WAR

The author analyzes the activity of banks of the Irkutsk governorship during the Russian Civil War, highlighting the influence of political changes after the collapse of the Soviet power on a situation in the regional banking. Special attention is paid to the making of credit policy and banking during the Siberian government period and its successor, the Kolchak regime. The author emphasizes money emission activity at the Siberian and regional levels. Irkutsk’s role in this process is outlined.
