SIBERIAN GENERAL-GOVERNORS AND FATES OF THE COUNCILS OF THE CENTRAL ADMINISTRATION IN SIBERIA (1822–1887S)

The article deals with the formation of the Councils of the Central Administration in Siberia based on the reforms of 1822 by
M. M. Speransky. Their competency and structure are analyzed, also, the unicity of the Councils is highlighted in bureaucratic mechanism of the Imperial Russia. Moreover, the article examines the attitude of Siberian general-governors and regional society towards the public authorities.
