The article analyzes the process of formation, development, legal condition, activities peculiarities and social portrait of institute of the general-governor’s power in Siberia. It has been truly stated that the general-governor’s power is appeared along with the establishment of Empire, and is provided with residence in the state’s suburbs together with the centers. The article highlights a set of features, which appeared in the beginning of the activities by general-governors from the suburbs and has been missed among their colleagues from European part of Russia.
