In continuation of the theme of the formation of the Russian medical community, this article considers the gradual transition of doctors from medical expertise based on the medical knowledge of the territories and peoples of the empire to the social diagnostics of society. The author singles out the social role of zemstvo doctors as the conductors of new hygienic practices, educators, and public health guards. An example of the medical construction of a dangerous infectious disease as a socio-political problem in the late 19th – early 20th century is viewed.
