PHOBIAS OF THE AUTHORITIES AND FERVORS AROUND A RAILWAY CONCESSION

This article reconstructs events from 100 years ago. These events are connected with the present ones by our eternal problem of roads and transport communications: lacking high technology and insufficient for the vast swathes of the country, its economic and geographical development.
During the discussions around the concession on building of the Great Northern railway in the Soviet governmental authorities two dispositions emerged: “merchant”, a.k.a. diplomatic and ideological. This discussion had lasted for almost 10 years with varying success. The “latter” position won thanks to the economic and diplomatic embargo of the USSR, established by leading trade countries.
