RESEARCH OF HUMAN CAPACITY’S EVOLUTION OF LOCAL TERRITORIES IN THE CONDITIONS OF THE CIVILIZATION CHALLANGE

Human resources are the most important part of a national wealth of territories along with natural resources. The main scientific hypothesis of the author consists in strengthening of monetary bases of the formation and human development in market conditions which is characterized by the increased mobility of the population and change of age cohorts in its structure. Human potential is analyzed in the local territory taking into account the external and internal calls accepting civilization character. In this article cross-disciplinary approach to a research of subject domain is systematized, tendencies in structure of human resources of the Euroasian states are considered.
